Normal short quotes for Legal compliance are used when the words are not your own. The HTML specification is <q>. Example: “fair use”.
A special case of the short quote is called a Pull Quote. Pull Quotes pull out from a quote a partial comment to draw attention.

Blockquote sparingly references a longer quote for interest or credibility. For quotes longer than a line, WordPress uses the HTML specification <blockquote>..

The content of a blockquote element must include block level elements such as headings, lists, paragraphs or divisions.

For small quotes use </q> or pull quotes
For large quotes use <blockquote>
For reference to another source, <cite> should be used. In practice, usually only blockquote and q are used.

WordPress formatting: Do’s and Don’ts

Don’t use quotes for formatting emphasis. WordPress doesn’t use indents and single space lines like a word processor formats quotes, because WordPress is a visual/text HTML editor.
Don’t use italics for quotes. Italics don’t conform to legal requirements. Do use bold or italics for formatting text emphasis.
Don’t use underline for formatting emphasis. Underline is an HTML spec to format URL’s.
